DEFINITIONS

  • ZLC
    ZLC refers to the VATSIM/VATUSA organization that simulates the real world air traffic control facilities within the ZLC ARTCC boundaries. The organization can and will be referred to as “ZLC” when pertinent and should be considered the virtual organization unless otherwise indicated.

  • ZLC Operational Publications
    ZLC Operational Publications refers to all ZLC published materials distributed via outlets such as the main ZLC website, ZLC Resource Center, ZLC Dropbox, and the ZLC Discord. These publications may include (but are not limited to) SOPs, LOAs, Directives, Training Materials, Computer Based Training/Instructions (CBT/CBI) and Guides.
    Note: The terms SOPs and Directives are for the most part, used interchangeably in ZLC.

  • Members
    A ZLC Member is any individual (including visitors) on the ZLC roster regardless of rank, rating, or activity status.

  • Ownership
    All information, resources, and data submitted to or by ZLC for use within ZLC shall be regulated by ZLC ARTCC ATM & DATM or as delegated.

CONDUCT

  • General
    1. ZLC recognizes all VATSIM and VATUSA orders regarding conduct and conflict resolution.
      1. Members must adhere to the positions of these orders.

      2. ZLC staff will determine the best course of action during a situation not covered by these orders.

    2. Members must portray a sense of general professionalism at all times and will display a sense of willingness to improve their air traffic control knowledge and skills.

    3. No foul, abusive, obscene, defamatory, or otherwise negative language may be used on any ZLC communications platform.

      1. Communication platforms include, but are not limited to the forums, Discord, control clients, and any other communication medium under the jurisdiction of ZLC.

    4. Any attempts to use the ZLC website, or any ZLC resource to scam, spam, hack, attack, or otherwise hinder the operations of ZLC will not be tolerated.

    5. All members must be respectful and courteous to pilots and individuals while using any communication platform.

    6. All members are required to adhere to and use the most current ZLC operational publications.
      Note: Deviations are subject to approval by the ATM/DATM.

COMMUNICATIONS

  • General
    1. The official method of administrative communication is E-Mail. All official communication accomplished on mediums other than E-Mail shall be followed up with an E-Mail if official documentation is required.
      Example: John spoke to the EC about an event out of KJAC. Though the two parties spoke via voice, unless the EC specially told him that no email is required, John must send an email summarizing what was spoken about in order for continued coordination to be tracked.

    2. The official method of air traffic operations coordination is Discord. Controllers signed on any control position must be present and in contact via the ZLC Discord server.

    3. All ZLC members (including visitors) are expected to maintain and actively monitor their VATSIM registered email account for communications from VATSIM, VATUSA and ZLC ARTCC. Members are expected to respond with at least an acknowledgment of receiving and understanding the email when indicated that a response is required.

      1. All members are expected to check/respond to emails at least once every 72hrs.

      2. All staff members (including assistants) are expected to check/respond to emails at least once every 24hrs.

      3. All members (including visitors) are expected to notify the ZLC ARTCC ATM & DATM when their VATSIM registered email address has changed.

    4. Members are encouraged to check spam folders for important emails in the event that the email defaulted to a spam folder.

    5. To prevent VATSIM, VATUSA and ZLC ARTCC emails from entering Spam/Junk folders, add the following to Safe-Senders list:

RESPONSIBILITIES

  • General
    1. Prior to opening, reopening (even after a short break), or relieving a position, members shall review the Resource Center Change Log and comply with any changes.

  • Meetings
    1. Meetings refer to any scheduled appointment with another member such as a general meeting or training session.
      Note: Events are treated as a separate “meeting” and will be defined below.

    2. Meetings are by default scheduled via the ZLC SetMore account but may be completed via email if both parties agree.

    3. Meetings are held by default, in the ZLC Discord server.

    4. No-Show is defined by the member not being connected/ready for the meeting within 10min after the scheduled meeting time.

    5. Members who have two or more No-Shows within a six month period of time, are likely to be removed from the ZLC roster.

  • Events
    1. Critical Positions
      1. Critical positions are defined as all ATC positions deemed mandatory to be opened by at least one certified controller or one student in training under the supervision of a certified mentor/instructor for an event.

      2. Critical Positions are regulated by the Events Coordinator (EC) and validated by the Training Administrator.

      3. The ZLC EC/CIC has operational authority over all ZLC Control Positions during an authorized event.

      4. Members are selected for critical positions based on their previous attendance, history with procedural compliance, and experience.

    2. Go/No-Go Qualifiers
      Context: An RSVP that No-Shows results in an understaffed event. A specialist that shows late (while still appreciated) or that shows but never RSVP’d creates a stressful and unorganized atmosphere during the event while experiencing higher traffic levels. Understaffed events are overwhelming for the ATC that attend the event. This results in a degradation of ATC services and morale for both pilots and controllers.

      1. Local
        All critical positions must be RSVP’d 10 days prior to the proposed event date or the event will be canceled.

      2. VATUSA/Crossfire
        All critical positions must be RSVP’d 14 days prior to the proposed FNO/Crossfire date or ZLC’s role in the event will be canceled/terminated.

CURRENCY

  • General
    1. Any activity issues will be reported to the individual in question via email from ZLC ARTCC ATM & DATM.

    2. ZLC ARTCC ATM & DATM are the waiver authority on member activity.

  • Logging
    1. All controller activity is automatically recorded and monitored by ZLC data logs.

    2. In the event of ZLC Website downtime, session logs can be recovered from VATSIM data logs at stats.vatsim.net.

  • Requirements
    1. Members are required to control a ZLC position on the live VATSIM network a minimum of two (2) hours per calendar month.

    2. The hourly requirement is determined by controlling time on the VATSIM network and/or hours obtained during training.

    3. Members signed on a position, other than OBS, for extended periods of time without priming the frequency, may be subject to disciplinary action and time logged will not be recognized for the hourly requirement.

    4. Observer (OBS) and staff callsigns are not control positions and are not recognized for the hourly requirement.

    5. Discord connections do not account for the hourly requirement.

  • Inactivity
    1. ZLC activity violations will be processed in accordance with VATUSA Policy DP001.

    2. Members not meeting currency requirements may, and are likely to be removed from the roster upon first offense.

  • Exceptions
    1. If a member is unable to maintain currency requirements, a waiver may be requested.

      1. The request must explain what circumstances are preventing the individual from obtaining the hourly requirement.
        (I.e. Instructors canceled all of the previously scheduled training requests/session and there is no time to book another before the end of the month)

      2. ZLC ARTCC ATM & DATM are the activity waiver authority within ZLC.

  • Leave of Absence Request
    1. Members may submit a Leave of Absence (LoA) request if unable to maintain currency requirements over an extended period of time.

    2. The LOA Request must be submitted via the ZLC ARTCC Website. If the Website is not available, the request must be submitted to the DATM appropriately.

  • Leave of Absence Prerequisites
    1. The individual must have met currency requirements for 90 days before an LoA request will be considered for approval.
      Note-ZLC ARTCC ATM & DATM are the LOA waiver authority within ZLC.

    2. The individual must indicate the anticipated duration of the LoA up to and including 90 days. Note-If approved, the requested end time will be the LoA expiration.

    3. The individual may not request an LoA if not yet certified on any position.

    4. No individual will be permitted a total of more than 180 days of LoA within a 365 day period.

  • Leave of Absence Conduct
    1. No individual may control a ZLC position while on an active LoA.

    2. ZLC ARTCC ATM & DATM may grant the individual temporary active status while still within the LOA dates but only if coordinated before controlling.

  • Leave of Absence Expiration/Cancellation
    1. LoAs will be automatically expired after the approved end time has passed. The individual will then be subject to the standard currency requirements from that point on, including that current month.

    2. If a member wishes to cancel an LoA, that individual is to submit an email to the ZLC ARTCC ATM & DATM with the request.
      Note-The individual is not required to wait for a reply or change of status on the roster after the email is sent. The individual may immediately resume active status privileges such as controlling or requesting training.

VISITORS

  • Requests
    1. A submission of visiting request to ZLC ARTCC staff is an acknowledgment that the visiting member will adhere to all ZLC policies and procedures.

    2. Submit visiting requests via the instructions found on "Visiting Requests" page on the ZLC Resource Center or Website.

  • Endorsement
    1. A general checkout is required prior to being authorized to control any position within ZLC. Once the instructional staff grants the endorsement, the visitor will be authorized to control all facilities as granted by the instructional staff.

    2. A visitor will only be endorsed by ZLC up to the highest endorsement held at their home facility.

    3. If the training staff find a member to be incompetent for their current rating per GRP guidelines, that individual may be removed from the roster until the home ARTCC completes remedial training for the highlighted items.

      1. The Home ARTCC TA will email the ZLC TA confirming remedial training has been completed. The student may then resume training with ZLC.

      2. If the individual is still found to be unsatisfactory by the training department, the visiting status may be permanently revoked.
